Add fuel to the fire

政府引用《緊急法》禁止蒙面，只是火上加油，令激進示威者更激進，無助遏止暴力。港鐵被破壞至停駛，店舖提早關閉，都歸因政府沒有以政治手段解決政治問題。

「火上加油」，英文也有這樣的說法，用add fuel to the fire或者add fuel to the flames，直譯為「在火上加燃料」，指「使爭論、衝突或惡劣情況更糟糕、更激烈」。例句︰The establishment of the anti-mask law is just adding fuel to the fire.（設立《禁蒙面法》只是火上加油。）There is no question that social media platforms are playing an important role in adding fuel to the flames.（社交媒體平台毫無疑問扮演重要角色，令事件火上加油。）I can understand why you do not want to help him but please at least stop adding fuel to the fire.（我能夠理解你為甚麼不想幫助他，但請至少停止火上加油。）

留意，add fuel to the flames中的flames，作「火勢、着火」解，所以要用複數。例如，The whole house was in flames when firefighters arrived.（消防員趕到時，整間房子已經在火海中。）
